3 cubs born after translocation are missing in Panna

India’s Panna Tiger Reserve is famous for making global headlines. First when all of its tigers were lost to poachers. Second for the making of Tigers on Papers by Dr. H.S  Pabla.

Last spring  it was in news for good reasons..Trio of cubs were photographed with their mother, marking the very first time in recent conservation history that a ranslocated tiger has given birth in the wild.

Today India's first successful relocated tiger birth is in jeopardy because of the carelessness of the Forest Officials.Two tigresses-one from Kanha Tiger Reserve and another from Bandhavgarh National Park were Tran located in a bid to revive the big-cat population in Panna. It was the tigress from Kanha that gave birth to the cubs.

The  litters of four cubs were born on April  15 and  were spotted on May 7th.But two are missing since 18 days.Its is suspicious!

Panna witnessed the big cat once again after it was declared tigerless in May 2009.Panna has lost all its tigers in the last decade due to the official’s attitude. And translocating tigers were the idea of the Officers responsible for the Panna Genocide.

It has become a habit in Madhya Pradesh it seems. The lame excuses given before media are deliberate. To hide the sorry state of affairs the forest department goes to unscientific reasoning and try to make us believe so.nLast year, a male tiger from Pench and two females from Bandhavgarh and Kanha Tiger Reserves were Tran located to Panna with the help of the expertise of the Wildlife Institute of India. WWF lent technical support to these historic efforts through state-of-the-art radio collars along with remote surveillance systems to monitor the Tran located tigers. The process has not been without incident. A female tiger frequently left the reserve until she marked her territory in the core habitat of the protected area. The lone male travelled over 190 miles until it was captured and brought back to the reserve on December 25, 2009.

But even at the time of Translocation I had raised certain questions, which were unanswered.
  • Are the forest staffs trained?
  • Are they well quipped to re locate tigers from one reserve to another?
  • Are they not there to save them from intruders and poachers?
  • Is the government only spending money to send them from one place to another?
  • Is relocation some kind of a joke to the officials?
  • Who are the experts responsible for Translocation in Madhya Pradesh?
  • Do they follow the correct procedures?
According to the field officials the cubs went missing from the Bhaddad beat in the Hinnoti Range within the reserve. They were last seen about 8 am on September 8, a field official said.On September 10, the tigress was spotted again in the Khoraiyee beat of Hinnoti Range.

But this time only the female cub was spotted with her, the officials said.So Panna is again in news and Madhya Pradesh Government will have there lame excuses ready.

Its high time a CBI inquiry is done or we will loose all the tigers because of the insensitive attitude of the Forest officers.

Need for Whistle blower and Activist Protection

The ideology we hold against corrupt practices in our country time and again are questioned.

Yesterday RTI activist Shashidhar Mishra known as ‘Khabri Lal’ in the area for his knack to expose scams in the welfare schemes through RTI was shot in his head. criminals in Begusarai dist, Bihar.

The murder of Satyendra Dubey, a government engineer who exposed corruption in the national highway building program forced us to ask for our Rights in Democracy. His death was neither the first, nor will be the last that vested interests will perpetrate, but Dubey’s death uniquely encouraged the whistleblowers demand for an act.

Every one believed that as a result of supreme sacrifice of Manjunath, pricing anomaly of selling kerosene at highly subsidized prices will be removed finally. Time has proven us wrong. It has only worsened.
The murder of Shanmughan Manjunath, a manager at a state-owned oil company whose body was found riddled with bullets in the back seat of his car for his cause to fight against selling of impure gasoline raised the question of safety of the whistleblowers.

Hundreds of people are murdered AND threatened every day all over India.

The insensitivity of the administration stand exposed. The FIR is not written. Security is not given. Harassment and victimization of whistleblowers is the norm Inspite of legislation, or they are ignored.

The democracies like USA, UK, Australia and New Zealand have whistleblower protection Bill. With one telephone call to the media, one video on YouTube, one letter to the right public official, a corrupt can be brought to its knees by a whistleblower.

If we want to have participation form the public it is the duty in the constitution to uphold rule of law and it is with the help of the law that a sense of security can be inculcated in the mind of the common man.

We need affirmative whistle-blowing task to report incidents of others violating rules of ethics. Ignoring proposed legislation like the Public Interest Disclosure (Protection of Informers) Bill (PIDB drafted in 2007 submitted by Former Supreme Court Justice B.P. Jeevan Reddy needs attention.

India passed a federal Freedom of Information Bill in 2003 but was void of the Whistleblowers Act recommended by the Constitution Review Commission in 2002. In 1999, Prime Minister Atal Behari Vajpayee had advocated a Whistleblower Act. Although such legislation found support with the Central Vigilance Commission and the Constitutional Review Commission, the proposal/ the Draft bill remains in cold storage to date.

Satyendra Dubey's death merits attention and a subsequent Public Interest Litigation urges the Supreme Court to direct the Centre to evolve a system to ensure protection to anybody who complains to the Government against corruption. His request for keeping his identity secret was duly rejected by the than officials. Dubey ended up paying with his life for drawing the PMO's attention to the corruption in the system. The PMO could have averted his death if they had kept his identity a secret, but denied the request.

The need for a Whistle-blowers (Protection) Act in India is felt very heavily because we are ranked high in the level of corruption in the Global Competitiveness Report Index and Survey of the Political and Economic Risk Consultancy Ltd.

A protection of law to a Whistle-blower will be boosting his moral fiber to disclose the corrupt practices in his knowledge. The bill will attract others also to whistle-blow for a better future of his country.
India lacks a progress on curbing corruption. The Political consensus is awaited. The leader who came in power by peoples mandate does not care.

The Lokpal Bill, 1996, drawn up ostensibly to root out corruption, introduced in Parliament several times awaits the approval of both the Houses. Enactment of the Bill into law is one of the promises made in the Common Minimum Programmes of the ruling United Progressive Alliance as part of administrative reforms.
It is still clear the government has a long way to go in its fight against corruption and organized crime. India can be successful if there is a strong commitment to the strict separation of executive, legislative and judicial power.

On 3rd March, 2006, The Whistleblowers (Protection in Public Interest Disclosures) Bill, 2006 was introduced to provide for protection from criminal or civil liability, departmental inquiry, demotion, harassment and discrimination of whistle blowers, i.e., the persons who bring to light specific instances of illegality, criminality, corruption in any Government, public or private enterprise. However the bill is yet to be passed and assented to by the President.

A robust law is awaited for our protection. Pro-whistle blower laws need to be enacted – Corruption in India is a mega industry to which public exposes are no match.

Amendment to RTI Act 'an obviously retrograde step'

More than 200 eminent citizens have urged Prime Minister Manmohan Singh to abandon the “ill advised move to amend the RTI Act”. This is the full text of the letter signed by Aruna Roy, Magsaysay Award winner, and others.

Dear Dr. Manmohan Singh,

We are alarmed and distressed to learn from media reports that the Government of India proposes to introduce amendments to the RTI Act. This is despite categorical assurances by the Minister of State, DoPT that any amendments, if at all necessary, would only be decided upon after consultations with the public. We are further dismayed to read that far from strengthening the RTI Act, as stated by the Honourable President of India during her speech to the Parliament on 4th June 2009, the government's proposition would in fact emasculate the RTI Act. The proposed amendments include, introducing an exemption for so-called “vexatious and frivolous” applications, and by excluding from the purview of the RTI Act access to “file notings” and the decision making process, this time by excluding “discussion/consultations that take place before arriving at a decision”.

Two current nation-wide studies, one done under the aegis of the Government of India and the other by people’s organizations (RaaG and NCPRI), have both concluded, that the main constraints faced by the government in providing information is inadequate implementation, the lack of training of staff, and poor record management. They have also identified lack of awareness, along with harassment of the applicant, as two of the major constraints that prevent citizen from exercising their right to information. Neither of these studies, despite interviewing thousands of PIOs and officials, has concluded that the occurrence of frivolous or vexatious applications is frequent enough to pose either a threat to the government or to the RTI regime in general. Certainly no evidence has been forthcoming in either of these studies that access to “file notings” or other elements of the deliberative process, has posed a major problem for the nation. On the contrary, many of the officers interviewed have candidly stated that the opening up of the deliberative process has strengthened the hands of the honest and sincere official.

We strongly believe that it is impossible to come up with definitions of “vexatious” and “frivolous” that are not completely subjective and consequently prone to rampant misuse by officials. We also feel that it is a hollow promise to have legislation for ensuring “transparency” and encouraging “accountability” in governance which excludes the basis on which a decision is taken. Would it be fair to judge a decision (or the decision maker) without knowing why such a decision was taken, what facts and arguments were advanced in its favour, and what against? Can one hold a government (or an official) accountable, just on the basis of what they did (or did not do) without knowing the real reasons for their action or inaction? We, the people of India, already directly or indirectly know the decisions of the government, for we are the ones who bear the consequences. What the RTI Act facilitated was a right to know why those decisions were taken, by whom, and based on what advice. This right is the bedrock of democracy and the right to information, and cannot be separated or extinguished without denying this fundamental right.

In any case, in case the government has credible evidence, that despite the findings of the earlier mentioned studies, and despite the safeguards inherent in the RTI Act, “vexatious and frivolous” applications, and access to the deliberative process, are posing a great danger to the Indian nation, these should be placed in the public domain. We are confident that the involvement of the people of India will result in evolving solutions that do not threaten to destroy the RTI Act itself. For a government that has been repeatedly been appreciated for bringing about this progressive legislation, such a move would strengthen the spirit of transparency and public consultation. Surely that is the least that can be expected of a government that propagates the spirit of transparency.

It is significant that even among the collective of Information Commissioners from across the country, whom the government recently “consulted”, the overwhelming view was against making any amendments to the RTI Act at this stage of its implementation. These Commissioners, all appointed by the government, have a bird’s eye view of the implementation of the RTI Act. They have the statutory responsibility to monitor the implementation of the Act, and the moral authority to speak in its defence. Since the government works with the democratic mandate of the people, the collective wisdom, of people across the board who use and implement the law with an ethical base cannot be put aside. In any case we feel the advice of the information Commissioners should be taken into account.

We urge the government to therefore, abandon this ill advised move to amend the RTI Act. Instead, we request it to initiate a public debate of the problems that it might be facing in the implementing of the RTI Act and take on board the findings of the two national studies that have recently been completed. It is only through such a public debate that a lasting and credible way can be found to strengthen the RTI regime.

This government gave its citizens the RTI Act, and there has been no crisis in government as a result of its enactment. In fact the Indian state has, as a result greatly benefited, and the RTI Act and its use by ordinary people is helping change its image to that of an open and receptive democracy. An amendment in the Act would be an obviously retrograde step, at a time when there is a popular consensus to strengthen it through rules and better implementation and not introduce any amendments. We strongly urge that an unequivocal decision be taken to not amend the RTI Act.

Public Hearing by DGP Madhaya Pradesh




Today Ajay Dubey and myself attened the public hearing in order to bring the facts in front of the DGP Madhya Pradesh. We took a case to be presented infront of the DGP .We took a case to be presented in front of the DGP .

The case was of negligence by the jhegirabad police station. On seeing her bhabi (MEENA) beaten by his brother the chacha (Mahindra) of Aman 5 year old and Kajal 3 year old went to the police station to complaint.

On reaching the police station he was caught by the Thana incharge on the charge for not carrying the papers of his bike. He was kept in police custody for 6 hours. He was released at 5 in the morning.

When he reached back home he found her Bhabi dead.This was a case of negligence and insensitivity.
We took the kids along with Mahindra to represent the case. The case was discussed in open forum. We demanded suspension of the police officers in charge of the duty on that day and financial assistance to the grieved children.

The father (JITENDRA) is in jail for murder.The DGP has agreed on the demands.

Detecting tainted candidates by red dot

The current law as it stands, requires the Electoral Candidates to file affidavits clearly giving details on pending litigation and court orders/jail sentences. Such information is required to be in public domain as per the Supreme Court order. It is the unfortunate reality in India that such public domain information is not reaching out to all the voting citizens equally; either they cannot read and understand or cannot access the information. In any case, the voter cannot easily make an 'informed choice'.

Similar situation existed with packaged food products. The Labelling rules now require among other things, that contents and constituents be clearly stated so that, for example, the citizen can determine if the product is of vegetarian or non-vegetarian origin. To simplify this for the citizen, it is required to put a green dot for vegetarian and brown dot for non-vegetarian constituents of content. Now it is very easy for the buyer and citizen to distinguish between products.

I suggest that similar 'dot system' be used for Electoral Candidates. The tainted candidates, who have pending litigation or jail terms, etc, should be identified by a 'red dot' against their names on the Electronic Voting Machine. This will simplify the difficult issue of reaching important information to the citizens in an equitable manner.

It can be no ones' case that this mandated information should not be easily understood by the voting citizens. Then why do we need so many NGOs, Citizen Groups and the Media, to try to reach it to the voters? The State Chief Electoral Officers should require the EVMs to have the 'red dot' against the names of the tainted candidates.

The Election Commission of India should mandate this simple process.

The publicity of explanation of the 'red dot' alone, will act as a serious deterrent to the political parties from nominating tainted candidates from any constituency in India. This process is in consonance with the Supreme Court ruling, in that it is a different method to put such information in public domain. The ECI can act on this method and satisfy the spirit of the SC order.

Need an apology from Varun Gandhi.


Varun Gandhi!! Not an ordinary breed.. But who has been ruling our country … produces a youngster.. Today it raises eyebrows.

The 29-year-old son of Maneka and late Sanjay Gandhi is contesting his maiden Lok Sabha election from Pilibhit constituency

On Sunday he was served a notice by the district authorities in Pilibhit to reply to the Election Commission about violating the model code of conduct in two days.

The offensive remark captured by a TV channels drew the attention of the local authorities. This is what the scion of the separated Gandhi family is stating and asking people to cheer.

"Gau hatya rukwana hai, Varun Gandhi ko jitana hai"
(Cow slaughter must stop, Varun Gandhi must win)
and
"Varun nahin yeh aandhi hai, doosra Sanjay Gandhi hai
(Varun Gandhi is like a storm, he is another Sanjay Gandhi)".

I do believe, however, that what my family was true to was not a party but a value system, a tradition of self-sacrifice, national pride and independence of spirit. I consider joining and strengthening the BJP to be in the nation's best interest and, therefore, decided to do so."
And on Sonia Gandhi as the leader he said

“The foreign origin is an issue but there are many other issues besides it that could be taken up during the poll campaign,"


Today a “change” “makeover” can be seen in the 29 year old boy.

Today what we hear is..
"All the Hindus stay on this side and send the others to Pakistan"
Not only this- he also made some derogatory remarks against Mahatma Gandhi in the campaign

I am not coming to terms with the reality.. Friend is this the ideology of the party that he belongs to?

Or is it something else?

A criminal case is also lodged (BJP) Lok Sabha candidate Varun Gandhi for his alleged communal campaign speeches in Uttar Pradesh's Pilibhit constituency. The non-bailable case.

"Varun Gandhi has been booked under Section 153 (a) and Section 188 of the Indian Penal Code as well as Section 125 of the People's Representative Act.

While Section 153 (a) deals with "promoting enmity between different groups on grounds of religion, race, place of birth, residence, language etc and doing acts prejudicial to maintenance of harmony", Section 188 is on "disobedience to order duly promulgated by public servant". Section 125 of the People's Representative Act deals with "offence of promoting enmity between classes in connection with the elections".

Varun Gandhi has ruffled feathers ..friends.. by his pro-Hindu speeches.
He has reportedly threatened to cut off the hands of those who raise a "hand against Hindus".
He is the descendant of former Prime Minister Jawaharlal Nehru, a founding father of India’s secular democracy.
The streak of rabid communalism runs right across.

How dare he..!! I'm a Muslim and proud to be one. Also I thank my ancestors and god that they did not choose Pakistan and chose to stay back in India.

India is my country more than that of Varun Gandhi.

Justice required Madam President

The Honorable President of India,
Subject: Submission of request for inquiry against Madhya Pradesh Director Culture (Indian Police Service Officer) who's harassing me for the past two years.
Honorable Madam,
I'm a law abiding citizen of the country who is trying to make a living by honest means. The director culture somehow is not letting me make a living. I run an event management company and for the past 10 years have been organizing events in the state of Madhya Pradesh.Ever since Mr. Pawan Shrivastava-- an IPS officer- was handpicked by the chief minister to run the culture department of Madhya Pradesh he has been demanding favors for releasing payments for work done by my company. He did not remain satisfied doing this he blacklisted my company before giving any explanation and without any reason.
I have all the evidence about his unjust and unlawful demands and have submitted the same to his superiors. I have complained about the same to every office including that of the chief minister but he has some how managed things in his favor.
Madam this complaint to you is in hope that an impartial enquiry would be ordered against the corrupt and unlawful deeds of Mr. Pawan Shrivastava .

Anti Terrorist Squad head should not be a halwai in Madhya Pradesh

The alerts on my computer went eccentric and so was me watching the news of 22 blasts in 18 spots in a highly communally surcharged city. It was shocking to say the least. And a day after another set of blasts in the country's IT hub. It was like watching a movie of bomb blast. The very reaction on mind was cause and effect ? It is a tough question.

No explanation came for such a smooth operation for a week. Do we think of terrorism as a prehistoric activity? The sleuths could not find the conspirators/guilty .It was more alarming when no offender was taken into custody and a week went by. Is it the direct fallouts of the communal politics unleashed by sections of our own society?

But when the SIMI activists were caught it actually thrashed the day light out as the state name appeared very boldly. Madhya Pradesh involvement yet again caused distress.

The attacks showed organizational skills of high capability, and managerial talent besides technology. The counter technology has to come up with some explanation for such a smooth operation.

It's good to read in the newspaper that an ATS will be formed in MP, High level meeting are in motion to counter the disease. Since terrorism is a dynamic threat that changes as its root causes in conflicts change and terrorists seek new targets and methods. Effective counterterrorism policy is integral to wise foreign policy, and policy makers must understand the past to anticipate the future

The first and foremost thing Madhya Pradesh Chief Minister Shivraj Singh Chauhan should have a robust, unadulterated, intelligent, neutral, and astute IPS with a proven past track record to head the Anti Terrorist Cell. An experienced Officer with past proven track records can lead the state away from xenophobic sections of the society and this disease rather than a corrupt halwai.

Education about counter terrorism is the second most important in the masses as Conspirators have successfully indoctrinated a large number of youths.

Dear friends,

The results are in and the reality of global warming is beyond dispute or debate. We request you to look into the appeal of thousands of citizens of the city which can save green Bhopal .
The most dangerous threat facing Bhopal is pollution of the lakes and pollution of the city. As every body is a contributor to global warming and every body needs to be part of the solution, small contributions can save our green and beautiful Bhopal.

Become a part of the campaign.- There are many simple things you can do in your daily life — what you eat, what you drive, how you build your home — that can have an effect on your immediate surroundings, and on places as far away as Antarctica.

As a concerned citizen of the city, sign the letter or mail your views and consent for stopping vehicular movement near the boat club. Also all other lakes need to be immediately cleaned. How can the garbage already dumped in all lakes be removed? Also how can we stop the ever increasing pollution at the lakes?

Why can’t we accept car pooling to reduce carbon dioxide emission?

The parking can be made at the Bharat Bhawan & near the shamla police station.
Bicycles can be provided on rental for visitors
Tanga rikshaw can be revived.
Food stalls constructed by Nagar Nigam should be given to women to run it.
The Forest Dpt shOuld not allow vehicles inside the Van Vihar. Solar Energy should be utilized to run vehicles
Bicycles should be used inside Van Vihar.
We hope you will look into the request made by thousand of citizens of Bhopal to you and save the lake and the environment of Bhopal.
